Legal Status of Integrated Service for Development of Children & Mothers (ISDCM):
ISDCM has been registered with the Department of Social Services, Registration No. DHA-04117 dated 01/05/98 and NGO Affairs Bureau, Government of the People's Republic of Bangladesh, Prime Minister's Office, Registration No. 1426 dated 16/09/1999.

 

 

                                                                 

ISDCM PROFILE

ISDCM is the acronym (Integrated Service for Development of Children and Mothers). It is a non-political and non-profit making NGO established in view of the need for integrated service for development of children and mothers.

A group of ex-professional persons who worked with UN Agencies, International and National NGOs and GOB for a long time have now joined hands and formed ISDCM to work as team to provide integrated service for development of children and mothers in Bangladesh. ISDCM team has a rich background of UN working systems, GOB, Service Club and NGO operational methods in Bangladesh. It was established in June 1997.

Because of long sincere and devoted service members of the team have unique opportunity to develop work relationship with different officials and the community at various levels. The team also has the expertise in program designing, project formulation, monitoring and implementation. ISDCM Works in Bangladesh for achieving the following broader objectives:

GENERAL BODY

Panel of Experts
ISDCM has a Panel of Experts drawing from various disciplines having rich experiences in their respective fields. The Panel of Experts provide professional advice in planning projects, evaluating project activities and formulating future programmes.

Management
According to the Constitution of ISDCM the General Body is the highest authority of the Organization which consists of 31 members with the provision of increasing the number of general members. The Executive Committee (EC) consists of members who are elected by the members of the General Body for a period of two years. The EC is the decision making body of ISDCM which plays an active role in reviewing and approving the projects and the activities. It is the policy implementing body.

MISSION STATEMENT

ISDCM Mission aims to set an example of people-centered integrated socio-economic development, creation of self-employment and job opportunities, establishing gender equity, empowerment and social justice, health services, education, agriculture and environmental development.

ISDCM is also committed to undertake need-based programs for the target. Beneficiaries with the aim of poverty alleviation, eradication of illiteracy and unemployment, establishment of health society, skill development and attain economic self-reliance.

ISDCM strongly believes that in many sustainable development effort, people centered participatory approach is quite effective, and that the resourceful persons and professionals should give due consideration to local wisdom in formulating or planning, implementing and managing various development projects, for this, the organization upholds the principle to value peoples ideas an knowledge, so that they are empowered to decide independently.

The vision of ISDCM is to make capable, effective and well-managed non-government sector and enhanced society through implementing active programs and integrated service for soic-economic development of the poor, disadvantaged and deprived population.

ISDCM Existing Projects:  

The following are the existing projects of ISDCM:

    Community Development Project
   
The community development project of ISDCM has been under implementation in seven upazilas like Singra, Kaliganj, Bagatipara, Sadar of Natore district Dhamrai uapazila of Dhaka district, Sadar of Manikganj and Syedpur of Nilphamari district. Under this project functional groups have been organized with poor women identified through survey. These women have been given training to develop their skills in various trades. Weekly / fortnightly meetings of these groups have been institutionalized with the habit of regular savings. They have been given of micro-credit based on their own plans under their group security. Creation of awareness of the group members on various social development aspects is the regular feature of the group meetings. Different development messages and information are disseminated to the group members through regular meetings.
     
    Community Based Safe Water Supply and Arsenic Mitigation Projects in three Upazilas
   
ISDCM undertook Community Based Safe Water Supply and Arsenic Mitigation Project with the assistance of UNICEF/DPHE in three upazilas namely Homna (Comilla), Bancharampur (Brahmanbaria) and Damurhuda (Chuadanga) Bashail (Tangail) and Sadar of Manikganj. As per project agreement with DPHE/UNICEF ISDCM surveyed and identified rate of arsenic contamination in existing tube wells, created awareness of the people and mobilized communities about consequences of arsenic. ISDCM implemented community Based Arsenic Mitigation options in the above 5 Upazilas and ensured arsenic free safe water options by installing different appropriate water options and sustainable management and maintenance capability by the community
     
    Institutional Development
   
One of the major activities of the Community Based Safe Water Supply and Arsenic Mitigation Project was institutional development through formation of Arsenic Mitigation Committees at different levels.
   
ISDCM field workers pro-actively facilitated formation of 805 Arsenic Mitigation Committees at Upazila, Union, Ward and Village levels in three project upazilas. This may be regarded as significant contribution in institutional development at grass root level for implementation of any development project. These committees will perform multipurpose functions at their respective levels.
     
    Non-Formal Education (NFE)
   
NFPE is an ongoing project of ISDCM. So far 688 children of women members of the micro-finance groups completed 3 years NFE education in Singra Upazila and 300 adult illiterates have been given adult education, Beside this , ISDCM social mobilizers and supervisors carried out awareness creation activities during their field work to increase school attendance of children and reduce drop out reate. it created enthusiasm among the targeted women which contributed in increasing attendance rate and reducing drop out rate of their school going children.
     
    Sanitation Program
   
ISDCM has undertaken a Special Sanitation Programme in Village Pakuria under Italy Union of Singra Upazila in partnership with NGO Forum. Under this programme the entire village will be covered with sanitary latrines. Motivation work has been going on to make the villagers aware of personal hygiene practice, cleanliness and use of sanitary latrines for defecation. The project is in progress. On completion of the project a guideline will be developed for replication in other areas.
     
    Creation of awareness on Health, Education, Nutrition, Water and Sanitation
   
Along with Arsenic Mitigation Project ISDCM considers creation of awareness on Health, Hygienic practices, Nutrition Education and Sanitation etc. as important components. ISDCM field workers were oriented on these subjects for creation of awareness at community level. The field workers use all the available forum to discuss the issues.
   
Advocacy on issues related to CRC and CEDAW
ISDCM's activities are primarily based on the Convention on the Rights of Child (CRC) and Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). It has institutionalized advocacy on CRC and CEDAW issues as regular agenda in all existing programmers and forum. In its Community Development project in Singra upazila of Natore district. Child Rights and CEDAW issues are being discussed in the regular group meetings and in the upazila development coordination meeting where ISDCM local manager represents. Similarly in the other project areas, the CRC and CEDAW issues are also discussed at village, ward, union, upazila and district level meetings on regular basis. ISDCM field staff were intensively oriented on Child Rights and CEDAW/Gender development, which have facilitated them to do job effectively on CRC and CEDAW issues. Child Rights week is observed each year with the participation of government officials, public representatives, group members, community leaders, teachers and children to create general awareness. Besides, a number of regional and community level seminars are organized in each year by ISDCM on Child Rights and CRDAW with special focus on hazardous child labour, birth registration, child marriage, child trafficking etc. The printed booklets on child rights are also distributed among the participants and other stack holders at upazila level/union level.
     
Support for implementation of existing Government Programmes
    In addition to implementation of own programmes ISDCM has closely supported the government in implementation of its programmes like EPI, Nutrition, Safe-motherhood, Water, Sanitation, Education, Family Planning, Tree Plantation etc.
     
   
Oral Re-hydration Therapy
ISDCM Field workers during their routine works, demonstrate group members the process of ORS. Presently, almost all the group members and community people in project areas are well aware of oral Re-hydration Therapy.
     
   
Birth Control
The workers and group leaders with the support of Family Planning workers assist the group members in adopting population control measures particularly oral pills for women and contraceptives for men and rate of adoption of birth control among community people in the project areas is reasonably high among the potential group members.
     
Tree Plantation
In response to the government’s tree plantation drive during the reporting period the group members were motivated to plant saplings of different types as a result 4,000 saplings were distributed and planted by the group members at their homesteads.
   

Awareness on HIV/AIDS
Field workers of ISDCM put very high priority on dissemination key messages on HIV/AID. During meetings with group members and community people and different stack holders, the field workers disseminate key messages on HIV/AID. ISDCM field workers were oriented on HIV/AIDS and their role in creating awareness. Leaflets and posters are also being used as a communication tool for generating awareness on HIV/AIDS.

As a active partner, ISDCM maintains liaison with STI/AIDS Network of Bangladesh and ISDCM always extends support and assistance ot the network regarding collaboration among NGOs to create a visible impact of the programs.

     
Human Resource Development
   
ISDCM has a team of experts having extensive experience in conducting training, workshops and seminars and survey in different development sectors with special focus on rehabilitation of destitute community people coupled with micro financing and skill development activities for promotion of income generating activities, Rural Water Supply, Sanitation and Personal Hygiene and topics associated with CEDAW and CRC etc. This organization has prepared a series of training manuals to be used by the trainers. ISDCM always gives high preference on standard participatory training methods for its comprehensive effectiveness, in terms of achieving objectives of the training. ISDCM training cell is well equipped with training facilities like training venue and other necessary logistics both at Dhaka office offices at field level. This organization has also capacity to organize training in coordination with other partner NGSs beyond its project areas.

ISDCM ACTIVITIES

ISDCM has different activities primarily to design and implement projects for development of Children and Mothers, provide technical support and services for implementation and monitoring of development projects. As an organization it has been growing steadily. It has so far prepared and designed number of projects for itself and other organizations, conducted number of surveys and prepared training module for some projects.

a. Project Designed and Prepared:
  The project designed and prepared for itself or other agencies are as follows:
 
Child Labour Rehabilitation Component of the BGMEA-ILO-UNICEF MOU Project;
 
Survey on socio economic condition of children working in sea food industries of Bangladesh e.g. Chittagong, Cox’s Bazar, Sathkhira, Khulna and Bagerhat districts;
 
Water and Sanitation project in urban slams and fringes submitted to UNDP;
 
Community Based Safe Water Supply and Arsenic Mitigation project, Manikganj Sadar. The subject project was identification of extent of arsenic contamination in tube well water, create awareness and conduct training of representatives of different tires like community, govt. development level development workers and peoples representatives and its mitigation through introducing different alternative water options;
 
Community Based Arsenic Mitigation follow-up and further Extension of work in manikganj Sadar was a R & D Project. The project was aimed at follow-up survey of the counting number of tube wells rightly reflected in the previous survey in the year 2000 including screening of all domestic private and public tub wells. The project also included the selection of proper technology for installation of alternative safe water option (SWO).
 
Designed and installed Surface Water Option "Hydrepour" in the river kali ganja under Manikganj Sadar Upazilla. We also designed Arsenic and Iron Removal Palant (AIRP) as a technological alternative water supply option which minimizes the concentration of arsinic and iron in Tube well Water.
 
Community Based Safe Water Supply and Arsenic Mitigation Program of Homna of Comilla, Bancharampur of Brahmanbaria and Damurhuda of Chuadanga District. The project includes both soft and hardware development. training of community peoples, govt. development workers, peoples representatives and Arsenic Mitigation. The project was implemented in 4 phases. The duration of the project was 4 years. (2001-2005);
 
The flood emergency project in the wake of severe flood occurred in Homna of Comilla and Bancharampur of Brahmanbaria district. The project included repairing, maintenance, rehabilitation of tube wells affected by flood and new installation of water options in affected areas.
 
The Follow-up project to ascertain status of the different water options installed in Manikganj sadar Upazila, Homna Upazila and Damurhuda Upazila to enhance the community management system effective in operation and maintenance and to keep the safe water options in running condition in order to ensure provision of arsenic free safe water. Through this project ISDCM developed the Water Safety Plan (WSP) and monitored water quality of all SWOs installed.
 
Village Arsenic Free Safe Water Supply Project through pipeline network for the rural community which was owned and managed by them. Existing Irrigation Tube Well was the mail source of supply and an Iron Removal Plant (IRP) of 400sft was also constructed under this project. This project was undertaken in the village Ujirpur of Damurhuda upazila of Chuadanga district. The project idea was innovative and this kind of plant was installed in few locations of Bangladesh.
 
Safe water supply and arsenic mitigation in six villages of three Upazilas (Homna, Bancharampur and Damurhuda) of three districts on experimental basis;
 
Village Sanitation and Water Supply for Singra Upazila of Natore district under Canadian assistance;
 
Implementation of Post literacy and continuing education for human development project under PLCEP, government of Bangladesh;
 
Micro-Finance Project for Poor Women of Syedpur Camp, Syedpur, District Nilphamari is an on going project, is being implemented with the financial assistance of OBAT Helpers inc. USA. The duration of the project is one year and may be extended based of extent of performance. Period of this project is May 2006 to April 2007.
 
Micro-Finance Project for the development of socio economic condition of poor women of Singra, Kaligonj, Bagatipara and Nator Sadar upazila under Nator District is being implemented with the financial assistance of CORDAID corporate, Netherlands.

ISDCM Complete Projects:

1. Conducted Survey on Socio-Economic Condition of Children working in the Sea food Industries in Khulna, Sathkhira, Bagherhat, Chittagong and Cox’s Bazar disitricts of Bangladesh. The period March-May 1999

2. Conducted Base Line Survey of 3 villages of Noakhali, Feni and Lakshmipur of DUS-Bangla ECO-Village Project under income generation activities financed by DANIDA for a period of 6 months in 1999;

3. Community Based Action Research Project for Safe Water Supply & Arsenic Mitigation and determination of arsenic contamination level in the tube wells water and create awareness of the people. The project was funded by Rotary International H2O Project Manikganj Sadar Upazila, Manikganj completed in July 2000;

4. Post implementation Monitoring of Action Research Project on Community Based Safe Water Supply & Arsenic Mitigation in Manikganj Sadar to assess the acceptability of Mitigation options with UNICEF financial assistance and DPHE technical support. The period December 2000 to December 2001;


5. Implemented Community Based Safe Water Supply and Arsenic Mitigation Project in Homna Upazila of Comilla district to determine the extent of arsenic contamination in tube well water, mobilization of Community/govt. development workers and peoples representatives and awareness creation through training, orientation, identification of arsenicosis patients and acceptance of different water options. The project was funded by UNICEF with DPHE technical support : The period June 2001 to May 2002;

6. 7. The project was funded by UNICEF with DPHE technical support : period June 2001 to May 2002

8. Implemented Community Based Safe Water Supply and Arsenic Mitigation Project in Bashail Upazila of Tangail district to determine the extent of arsenic contamination in tube wells water, mobilization of Community/Govt. development workers and peoples representatives and awareness creation through training, orientation, identify arsenicosis patients. The project was supported by UNICEF/DPHE : period June 2002 to December 2002;

9. Implemented Community Based Safe Water Supply and Arsenic Mitigation Project in Homna Upazila of Comilla, Bancharampur Upazila of Brahmanbaria and Damurhuda Upazila Chuadanga districts. The project was funded by UNICEF with DPHE technical support: Period 2002 to May 2003;


10. Implemented Community Based Safe Water Supply and Arsenic Mitigation Project in Homna Upazila of Comilla, Bancharampur Upazila of Brahmanbaria and Damurhuda Upazila Chuadanga districts. The project was funded by UNICEF with DPHE technical support: Period July 2003 to January 2004;

11. Implemented Community Based Safe Water Supply and Arsenic Mitigation Project in Homna Upazila of Comilla, dstrict. The project was funded by UNICEF with DPHE technical support : period July 2004to April 2005;

12. Post implementation Follow up Project of Community Based Safe Water Supply and Arsenic Mitigation Project in Homna Upazila of Comilla, Damurhuda of Chuadanga and Sadar of Manikganj districts. The project was funded by UNICEF with DPHE technical support : period June 2005 to December 2005;

13. Post Flood Rehabilitation Project of safe water options installed at Homna and Bancharampur Upazilas. The project duration was December 2004 to April 2005. The project was funded by UNICEF with DPHE technical support.

14. Flood Emergency Response Project was undertaken by the consequence of 2004 devastating flood aiming to address flood preparedness activities to ensure safe water, safe sanitation, health education, community mobilization in 30 Upazilas of 5 districts(Jessor, Jhenaidah, Gaibandah, Manikganj and Netrokona). The project duration was 9 months and funded by UNICEF with DPHE technical support.

15. Village Piped Water Supply Action Research project implemented at Ujirpur village of Damurhuda Upazila of Chuadanga district. The project component was included an Iron Removal Plant (IRP of 400 SFT) to ensure arsenic, iron and manganese free water. UNICEF provided financial assistance and DPHE gave technical support: period of November 2004 November 2005. The project was owned and managed by the community.

16. Micro-Finance Project for Poor Women of Syedpur Camp, Syedpur, District Nilphamari is on going project implementing with the financial assistance of OBAT Helpers Inc. USA. The duration of the project is one year and may be extended based on performance. Project period May 2006 to April 2007.

17. CORDAID corporate Micro-Finance Project: ISDCM has received Tk 7,188,300 from CORDAID a Netherlands based organization as loan for socio economic condition of poor women of Natore district. ISDCM has utilized the entire amount under micro-finance activities through its 4 Branch offices viz. Singra, Kaliganj, Bagatipara and Natore Sadar Branch offices. This is an ongoing project and expanding gradually and increasing the number of beneficiaries. The project activities helped poor women to change the complexion of the socio economic condition of the people of the area and increase the women empowerment through income generation activities.
